Mt. Laurel, NJ - - Capehart Scatchard school lawyers, Joseph F. Betley, Robert A. Muccilli and Kelly M. Estevam recently spoke at the New Jersey Issues in School Law Conference in Mt. Laurel, New Jersey .
Mr. Betley, a Mt. Laurel resident, focused his presentation on student-on-student harassment and bullying. Additionally, he spoke on the new legal standard governing liability for school districts.
Mr. Betley concentrates his practice on defense labor and employment law, civil rights and school law matters, including special education issues. He is a member of the National School Boards Association, the New Jersey School Boards Association, the New Jersey State, and Burlington County Bar Associations. He is also an associate counsel for the New Jersey League of Municipalities. He has been named as a 2009 Super Lawyer as voted by his peers and facilitated by Law & Politics and New Jersey Monthly. Mr. Betley received his B.A. degree, with highest honors, from Bentley College and his law degree, cum laude, from Villanova University School of Law. He is admitted to practice law in New Jersey.
In his presentation, Mr. Muccilli, a Mt. Laurel resident, discussed Section 504 after the ADA Amendments Act of 2008. Additionally, he spoke on the impact on student eligibility.
Focusing his practice in school law matters with an emphasis on special education issues, Mr. Muccilli has represented school districts with respect to a variety of special education issues including questions pertaining to inclusion, least restrictive environment, discipline, behavior management, transition, evaluation, discrete trial instruction, medically fragile students, dyslexia, Down Syndrome, Aspergers Syndrome, and equal access to activities and services for disabled individuals.
He received his B.A. degree, Phi Beta Kappa, from Trinity College and his law degree from Vanderbilt University School of Law. Mr. Muccilli is admitted to practice law in New Jersey and Washington, DC.
In her presentation, Ms. Estevam discussed homelessness issues in an economic downturn. Additionally, she discussed the responsibilities of a school district after identification of a homeless child.
Ms. Estevam focuses her practice in the representation of public and private employers in the areas of labor and employment, school law, and civil rights law matters.
She received her B.S. degree from The College of New Jersey and her law degree from Seton Hall University School of Law, cum laude. Ms. Estevam is admitted to practice law in New Jersey and Pennsylvania.
