
PUBLIC FINANCE SHAREHOLDER JOINS CAPEHART SCATCHARD
Mt. Laurel, NJ - - Capehart Scatchard is pleased to announce that Thomas J. Hastie, Jr., recently joined the Firm to manage its Public Finance Department as a Shareholder in its Trenton office.
Mr. Hastie, a Robbinsville resident, has more than 13 years of public finance experience and concentrates his practice as bond counsel, underwriter's counsel and trustee's counsel on various tax-exempt financings for municipal, water and sewer, transportation, economic development, solid waste and housing projects. His expertise includes handling transactions for both new money and refunding projects, pooled transactions, and transactions that have utilized various types of credit enhancement such as bond insurance, letters of credit, special assessments, mortgages and guarantees. Since entering the practice in 1998, Mr. Hastie has issued approving opinions for bond issues totaling hundreds of millions of dollars.
His prior experience includes redevelopment related financings in the Town of Harrison, New Jersey, including the development of a 1,440 space public parking facility and the acquisition of land to permit the development of the Red Bulls Soccer Stadium. He also represented the City of Asbury Park in negotiations leading to the reinvestment of private money along the City's Boardwalk and Central Business District and the financing of two parking decks within the City of Trenton. Previous public finance clients include the Hudson County Improvement Authority, the City of Paterson, the City of Lambertville and many municipalities in Mercer, Burlington and Hunterdon Counties.
Mr. Hastie obtained his J.D. from Rutgers University in Camden and his B.A. degree, with high honors, in political science and a minor in economics from Trenton State College, now the College of New Jersey.
He serves as counselor to the New Jersey League of Municipalities on economic development and redevelopment matters and served on the Executive Committee of the Northern New Jersey District Council of the Urban Land Institute. Mr. Hastie is also a public member of the New Jersey Pension and Health Benefits Review Commission.
