Student Residency and Homeless Issues Faced by the Business Office

Cameron R. Morgan, Esq., Lisa Giovanelli, and Evon DiGangi will participate in this New Jersey Association of Business Officials presentation. This session will cover the complex and often misunderstood topic of student residency and homelessness Issues. Covered Issues will include an overview of the state statutes and regulations related to student residency in New Jersey, the state and federal laws concerning student homelessness, including the McKinney-Vento Homeless Assistance Act, how to define homeless pupils, disputes between school districts for tuition/transportation costs for homeless pupils, disputes with parents regarding student residency, students residing in group homes, students in custody of DCF, disputing financial responsibility for special education costs where residency is at issue, and best practices for documenting homelessness/residency issues.

Registration begins at 8:30am.  Program is 9am – 12 noon and will be followed by lunch.
