New Attorneys

Capehart Scatchard is pleased to announce that on March 31, 2026, Michelle L. Duffield, a shareholder in the firm’s Workers’ Compensation Department, served as a presenter at the Camden County Bar Association’s inaugural installment of its multi-part program, “First-Time Reporter CLE.” The online program is designed for newly admitted attorneys and offers introductory-level courses to help satisfy their continuing legal education (CLE) reporting requirements.

Ms. Duffield’s session focused on workers’ compensation and provided attendees with a comprehensive overview of key topics, including the two types of claims in New Jersey, required proofs, available defenses, statutes of limitations, benefit types, penalties for delays, temporary disability benefits, waiting periods, and light duty considerations.

With over 15 years of experience, Ms. Duffield focuses her practice in the representation of employers, self-insured companies, and insurance carriers in workers’ compensation defense matters. She earned her Juris Doctor from Rutgers School of Law in Camden and her Bachelor of Business Administration from George Washington University. Ms. Duffield is admitted to practice law in New Jersey and Pennsylvania.

Capehart Scatchard is pleased to announce the continued growth of its School Law Department with the addition of two attorneys. Jodi S. Howlett, Esq., who brings over 14 years of experience in education law, has joined the firm as a Shareholder. She brings a wealth of knowledge and a strong track record of advocacy on behalf of educational institutions across New Jersey. Also joining the team is Robert W. Steere, Esq., who comes on board as an Associate. Both attorneys are based in the firm’s Mt. Laurel, New Jersey office.

Ms. Howlett and Mr. Steere focus their practice on representing boards of education and charter schools in all aspects of school law, including labor and employment, special education, Section 504 compliance, student discipline, FERPA, the Anti-Bullying Bill of Rights Act, student residency, civil rights, OPRA, OPMA, and tenure-related matters under TEACHNJ and ACHIEVENJ.

Ms. Howlett earned her Juris Doctor from Vermont Law School and holds a Bachelor of Arts in Environmental Studies from Green Mountain College. She served two terms as a law clerk to the Honorable Michael A. MacDonald of the Alaska Superior Court, Fourth Judicial District.  Ms. Howlett is admitted to practice law in New Jersey, the United States District Court for the District of New Jersey, and the Third Circuit Court of Appeals. She is a member of the New Jersey State Bar Association and New Jersey School Boards Association.

Mr. Steere received his Juris Doctor from Villanova University Charles Widger School of Law and holds a Bachelor of Arts in Political Science from the University of Tulsa. Following law school, he served as a law clerk in Middlesex County Superior Court, Civil Division, to the Honorable Bina Desai. Mr. Steere is admitted to practice law in New Jersey.
