Attorney Retires

After more than 40 years of distinguished services to clients, Capehart Scatchard announces the retirement of Joseph F. Betley, bringing to a close an accomplished and respected legal career.

Mr. Betley began his career with the firm in 1982 as a summer law clerk while attending Villanova University Charles Widger School of Law. Following graduation, he served as a judicial law clerk in the Superior Court of New Jersey, Camden County. After completing his clerkship, he returned to Capehart Scatchard, where he built a career defined by leadership, professionalism, and unwavering commitment to his clients.

A longstanding member of the firm’s School Law Department, Mr. Betley served in numerous leadership roles, including Co-Chair of the School Law Department and member of the firm’s Executive Committee. His practice focused on labor and employment law, civil rights, school law, including special education, and construction law.

Throughout his career, Mr. Betley was actively involved in professional organizations, including the National School Boards Association and the New Jersey School Boards Association. He also served as Associate Counsel to the New Jersey Association of School Business Officials.

Widely recognized as a trusted authority in New Jersey school and public employment law, Mr. Betley earned the respect of colleagues, clients, and peers alike. In addition to his professional achievements, he has been a trusted mentor whose leadership and generosity have had a lasting impact on the development and success of many attorneys throughout the firm.
